Estonia licenses this work, which many jurisdictions do not. A provider of company-service, registered-address or contact-person services needs an activity licence from the Financial Intelligence Unit (FIU), and licence holders are published with their licence number in the Register of Economic Activities. So "what is your FIU licence number?" is a concrete, checkable question.
Most foreign founders incorporate via e-Residency, and a non-resident company needs a local contact person and address — the licensed part. Compare providers on the FIU licence, what the contact-person service actually covers, and whether accounting and tax reporting are included, since an Estonian OÜ still files monthly VAT and annual reports.
