Choosing Formation Agents in UAE (Dubai)

The first decision in the UAE is not who to hire but where to incorporate, and it shapes everything else. A mainland company is licensed by the emirate's Department of Economy (in Dubai, the DET) and can trade anywhere in the UAE. A free-zone company is licensed by that zone's own authority, usually trades within the zone or abroad, and comes with its own visa quota and office rules. DIFC and ADGM are separate English-common-law financial jurisdictions with their own registrars and courts. An offshore company (e.g. RAK ICC) is different again and carries no residence visa.

A formation agent coordinates this, but is AML-registered, not a licensed profession — so judge them on which jurisdictions they genuinely handle versus resell. Get the true first-year total in writing: licence, establishment card, visa quota, and any mandatory office or flexi-desk. Official guidance on setting up is on the UAE government portal.
